Amazon’s Sunday delivery program, which spawned from a 2013 revenue-generating agreement between USPS and the tech giant, didn’t make things any easier for the notoriously underfunded and understaffed organization.

Sure, the agreement helped the organization to only lose $2.7 billion in 2017. Before Amazon stepped in, the USPS was losing around $16 billion per year. Unfortunately, they don’t exactly have the manpower to cover all of the extra business. Enter the opportunity for post office contracts bids.

USPS bid opportunities are open to individuals or entities who can help deliver mail and packages on certain routes. These contract holders, known as contract carriers, act as extra deliverymen, and they’re technically self-employed even though they work under the watchful eye of the USPS. So, how do you land post office contracts bids?

USPS Bid Opportunities Cover Three Types of Transportation

Post office contracts bids cover three major types of transportation: air contracts, rail and water contracts and highway contracts. You need to figure out for which one you qualify before you even apply.

Remember that you’ll have to use your own vehicle, and you’ll outline your vehicle specs in the application. This is easy when you’re driving a delivery van but is maybe a little less accessible if you’re looking to land one of the USPS bid opportunities for air or sea. Let’s assume you’re not flying an air taxi or plan on making deliveries to river addresses by boat.

Meet the Eligibility Requirements

The USPS has more than 17,000 highway contract groups, and it is the largest contract section in the whole organization. These contractors range from long-haul tractor trailers to small vans operating near tiny local post offices. To land post office contracts bids in the highway sector whether you are a large corporation or an independent contractor, you must meet the following requirements:

  • Be 21 years of age or older.

Reside in the county you wish to serve or an adjacent county.

  • If you’re incorporated, you must be engaged in business within the county or adjacent county.
  • Fill out and Send in the Paperwork

    In order to be eligible to bid on a USPS contract, you need to fill out PS Form 5436 (also known as Mailing List Application – Mail Transportation Services) and send it to the correct office based on your ZIP code.

    WASHINGTON, DC — The U.S. Postal Service announced today it awarded a 10-year contract to Oshkosh, WI, based Oshkosh Defense, to manufacture a new generation of U.S.-built postal delivery vehicles that will drive the most dramatic modernization of the USPS fleet in three decades.

    The historic investment is part of a soon-to-be-released plan the Postal Service has developed to transform its financial performance and customer service over the next 10 years through significant investments in people, technology and infrastructure as it seeks to become the preferred delivery service provider for the American public.

    Under the contract’s initial $482 million investment, Oshkosh Defense will finalize the production design of the Next Generation Delivery Vehicle (NGDV) — a purpose-built, right-hand-drive vehicle for mail and package delivery — and will assemble 50,000 to 165,000 of them over 10 years. The vehicles will be equipped with either fuel-efficient internal combustion engines or battery electric powertrains and can be retrofitted to keep pace with advances in electric vehicle technologies. The initial investment includes plant tooling and build-out for the U.S. manufacturing facility where final vehicle assembly will occur.

    The contract is the first part of a multi-billion-dollar 10-year effort to replace the Postal Service’s delivery vehicle fleet, one of the world’s largest. The Postal Service fleet has more than 230,000 vehicles in every class, including both purpose-built and commercial-off-the-shelf (COTS) vehicles. Approximately 190,000 deliver mail six, and often seven, days a week in every U.S. community. The NGDV, along with other COTS vehicles, will replace and expand the current delivery fleet, which includes many vehicles that have been in service for 30 years.

    The first NGDVs are estimated to appear on carrier routes in 2023.

    The award is an indefinite delivery, indefinite quantity (IDIQ) contract, meaning that after an initial dollar commitment, the Postal Service will have the ongoing ability to order more NGDV over a fixed period of time, in this case,10 years. Oshkosh Defense is evaluating which of their several U.S. manufacturing locations is best suited to potentially increase the production rate of the NGDV.

The desired services consist of motor vehicle services for towing, shuttling, roadside assistance and dedicated service.

    Shuttling
    The Postal Service seeks to have vehicles shuttled from their assigned locations (Vehicle Post Offices (VPO’s)) to either the servicing Vehicle Maintenance Facility or designated supplier for scheduled maintenance service, major repairs or repair of body damage due to accidents.

    Shuttling involves the movement of single or multiple vehicles. It can range from one to three (3) vehicles at one time. Due to the overall height of the LLV body, the number of vehicles that can be accommodated on the conveyance, is limited, especially when encountering vehicular height restrictions. Sometimes, there are multiple drop off/pick up locations that will involve loading and unloading vehicles in route. Typically, shuttles involve two way movements of vehicles. The successful supplier should expect to provide one-way shuttle service about 5% of the time.

    Roadside Assistance
    Roadside assistance/ Towing, consists of emergency call for service that may involve a tire change, wiper blade change or in the case of a breakdown, will require towing of the vehicle either back to the Vehicle Post Office or the Vehicle Maintenance facility, as directed.

    Dedicated Service
    Contracted services for a specified period of time, in hours, includes the tow truck operator and tow vehicle, performing all types of driver assistance including but not limited to: shuttling/towing of vehicles, tire replacement, wiper blade replacement, fluid checks, addition of fluids, jump starts, battery replacement, lamp replacement and minor trouble shooting.

    In some of the more densely populated areas, there is a need for dedicated driver service, usually in the morning as the carriers inspect their vehicles prior to departure on their routes. Any kind of service that could reasonably be performed in the facility parking lot or roadway must be available through dedicated service.

    2. Term of Contract

    The initial term of the contract will be for three (3) years with two (2), two (2) year renewal options for a total term of six (7) years.

    3. Type of Contract

    The contract will be a firm fixed price, indefinite quantity/indefinite delivery type contract with economic price adjustments for labor costs and fuel.

    It is the intent of the Postal Service that the contractor conduct business by:

    a. Having all calls for service routed to a manned 24-hour call center via a toll free telephone number, dedicated email connection and fax number;
    b. Submit monthly invoices supported by delivery tickets and detailed spreadsheet outlining all the cost elements. Shuttling, Roadside Assistance and Dedicated service will be grouped and reported separately. Collect and report contract data into a uniform report format determined by the Postal Service.

    Shuttle service will be scheduled vehicle movements. The requirement revolves around the maintenance schedules and the vehicle availability. Generally shuttled vehicles are dropped off and picked up prior to carriers going on their routes in the early morning or after the carriers have returned from their routes in the late afternoon/early evening. This insures that a vehicle is available to deliver mail on the route. Because of the number of vehicles shuttled, a supplier will be able to schedule a driver, but the equipment requirement may not be known until the Vehicle Maintenance Facility completes its work.

    The contractor must dispatch the nearest truck to the vehicle or vehicles to be shuttled, unless directed otherwise by the U.S. Postal Service. Suppliers must provide a listing of all suppliers and equipment locations.

    Roadside Service/Towing – When vehicles are broken down on the road or require minor service such as a tire change, oil, coolant or other minor repair that can be done in the field. Desired response time is less than 30 minutes.

    Dedicated Service. Dedicated service allows the USPS to direct the contractor to do any work required that is related to towing, shuttling or roadside assistance. Request for standby services may also be requested by VMF’s in various areas.

    6. Placing Orders

    Each vehicle maintenance facility will call the toll free number at least 4 to 6 hours in advance to arrange for shuttle service and provide the from, to and return locations for each vehicle being shuttled, the hours of operation for each facility and the numbers of vehicles by type, to complete the scheduled movement. The amount of advance notice may not be operationally feasible at some VMF due to their hours of operation. The contractor and postal personnel will need to reach agreement on matters of this type.

    Field personnel are NOT permitted to substitute return vehicles. The VMF will determine which vehicle numbers will be picked up.

    Roadside Assistance and Towing are normally emergency type services. Assistance should arrive within one-half hour of the call for service.

    Dedicated Service is arranged in advance and is set up for specific days and hours. The driver must be capable of a multitude of roadside assistance and repair services to keep the vehicle on the road, if at all possible. If the repair cannot be made at the point of disablement, the USPS will then, with the advice of the tow operator, decide to have the vehicle towed by on site provider or arrange for pick up at a later time.

    11. Vehicle Information

    The Postal Service operates a fleet of approximately 208,000 vehicles. The majority are Grumman Long Life Vehicles (Approx. 180,000), Dodge Minivans, Chevrolet Uplander Minivans, Ford Flex Fuel (explorer modified) ½ ton vehicles. In addition, there are administrative vehicles (passenger cars/sedans), 1 and 2 ton trucks, cargo vans (7 & 11 Ton capacity, tractors (single and tandem axle) and yard tractors (single axle) pick-up trucks and stake body trucks, plus other assorted vehicle types.

    Generally, the overall height of the Long Life Vehicle precludes them from being stacked two (2) high for transporting.

    Oshkosh Defense will receive a 10-year contract to build the Next Generation Delivery Vehicle.

    The aptly named Grumman Long Life Vehicle has served as the official vehicle of the United States Postal Service for more than 30 years, but all good things must come to an end eventually. Soon, your packages and parcels will arrive at your doorstep via the Oshkosh Defense Next Generation Delivery Vehicle, or NGDV for short. Oshkosh will finalize the design of the NGDV before putting it into production under a 10-year USPS contract.

    Like its predecessor, the van will be right-hand-drive, and it carries a friendly, slightly cartoonish new design. The low hood and cowl improve forward visibility, one of the Grumman LLV’s greatest strengths, while a higher roofline and walk-in cargo area allow mail carriers to more easily organize deliveries and access parcels from the cockpit. An automatic parking brake and curbside sliding cargo door further improve convenience when the mail carrier must exit the vehicle to make a delivery.

    Crucially for our nation’s delivery folks, the Oshkosh NGDV rectifies the Grumman’s most significant shortcoming, its lack of air conditioning. The NGDV will come standard with AC, improving worker safety on hot days. Other important additions include a driver’s air bag, front and rear automatic braking, bumper-mounted parking sensors, blind spot monitoring, forward collision warning, and a 360-degree camera. Robust front and rear bumpers and wraparound body cladding help prevent damage to both the van and its surroundings in the event of a low-speed crash.

    The cheery, smiley vanlets will get power from either a fuel-efficient internal combustion engine or an all-electric powertrain. What’s more, the EV versions can be retrofitted in the future to keep up with advances in battery technology. That ties in with President Joe Biden’s commitment to replace the federal government’s fleet of vehicles with zero-tailpipe-emissions alternatives.

    Once the design for the van is finalized (using the USPS contract’s initial $482 million investment), Oshkosh Defense will begin building the NGDV. The first vans should appear in American suburbs by 2023, with an estimated 50,000 to 150,000 units in total. The “indefinite delivery, indefinite quantity” contract means that the Postal Service can order more vans over the contract period if needed, and Oshkosh is evaluating which of its US manufacturing facilities could be used to increase production in a short time frame.

    Under M-01906 (January 22, 2020), NALC and the Postal Service have settled national-level case Q16N-4Q-C 19225551 concerning the Postal Service hiring CCA employees above the contractual caps. This settlement provides that all city carrier assistants in all size offices with 30 months of relative standing on February 15, 2020, will be converted to career status within 60 days from the signing of the agreement on January 22, 2018. Select USPS districts are required to make additional conversions to career status as identified in the settlement.

    Under M-01894 (July 27, 2018), NALC and the Postal Service have settled national-level case Q16N-4Q-C 17638150 concerning the effective date of the CCA holiday provisions of Article 11.8 of the 2016 National Agreement. This settlement provides that employees who remain on the rolls as either a CCA or career letter carrier who were on the rolls as a CCA on Christmas Day 2016, New Year’s Day 2017, Memorial Day 2017, and Independence Day 2017 will be paid for these holidays.

    Under M-01892 (July 27, 2018), NALC and USPS have settled national-level case Q16N-4Q-C 18034102 concerning the Postal Service hiring CCAs above the contractual caps. The settlement provides that all CCAs in all size offices with at least 30 months of relative standing on September 1, 2018, will be converted to career status within 60 days of the signing of the agreement on July 27, 2018.

    MOU reached on probationary period for newly converted employees

    CCAs who are converted to career status during appointments as CCAs or directly after a five-day break in service will not serve a probationary period as career employees, provided they have successfully served a 360-day appointment as a CCA and such career appointment directly follows a city carrier assistant appointment. MOU Re: Article 12.1 – Probationary Period can be found in Appendix B of the 2016-2019 National Agreement.

    CCA uniform allowance increases

    CCAs are entitled to the same uniform allowances provided to career employees as set forth in Article 26 of the National Agreement. In addition, CCAs who are converted to career status will receive the “newly eligible carrier” amount as well. The national parties have also agreed to the MOU Re: City Carrier Assistant Uniforms Task Force . The goal of the task force is to improve the CCA uniform program by addressing administrative flaws in the current system of delivering authorized uniforms and paying vendors.

    MOU on signing overtime lists

    Under M-01878 (May 20, 2016), NALC and USPS agree to continue to allow the installation head and branch president or their designees to mutually elect to develop a process that allows employees who transfer from another installation, or part-time flexibles and city carrier assistants (CCAs) converted to full-time status after the two-week period for signing the overtime desired lists, to place their names on either the overtime desired list or work assignment list.

    Compensability of time spent and costs incurred by CCAs when obtaining fingerprints for background investigation required for conversion to career status

    Under M-01854 (Feb. 4, 2015), NALC and the Postal Service have settled national-level case Q11N-4Q-C 14278874 concerning the compensability of time spent and costs incurred by city carrier assistants (CCAs) when obtaining fingerprints for the background investigation required for conversion to career status by agreeing that reasonable and necessary time spent by CCAs obtaining fingerprints necessary for a background investigation under the subject circumstance is compensable time. Additionally, the Postal Service is responsible for any direct costs for fingerprinting.

    MOU on CCAs being temporarily assigned to other post offices

    NALC and the Postal Service have agreed on a memorandum of understanding, Re: City Carrier Assistants – Temporary Assignments to Other Post Offices (M-01827), that defines the process for temporarily assigning city carrier assistants (CCAs) to other post offices.

    This jointly-developed document (M-01870) provides the mutual understanding of the national parties on issues related to the 2011 USPS/NALC National Agreement. It is separated in two sections: the first concerning city carrier assistants (CCAs) and the second section addresses other contractual provisions. This document fully replaces earlier Questions and Answers, 2011 USPS/NALC National Agreement (M-01819 and M-01833). New questions and responses are identified by underscoring. This document may be updated if agreement is reached on additional matters concerning the collective-bargaining agreement.
